In a skillet fry the meats until brown and well cooked. Add the garlic, bell pepper, fresh cayenne peppers, and onions to the meat. Cook until they are tender and add a little water. Stir and let cook for at least 30 minutes. Slowly add the rice until you get the rice to look like it is dirty or it appears very brown. You can freeze the dressing mix before adding the rice for later use.
